Randy Terrell has over 18 years’ experience working in the world of political communications, marketing, and public affairs. His trajectory through political life has been unorthodox, as he is and has been a political direct mail expert, ballroom dance instructor, online marketing specialist, as well as a grassroots organizer extraordinaire.
He has gained a reputation for working on some come from behind, long-odds successes, always in line with his core values. In 2008, Randy defeated a parcel tax increase measure in the City of Long Beach, CA where he was outspent 100 to 1. In 2011, he managed the day-to-day grassroots and coalition efforts for the “Save Vernon Jobs” campaign, which came from behind to deliver an upset to one of the most powerful men in California, the Speaker of the Assembly.
Joining Passantino Andersen Communications in 2012, Randy has since secured store approvals for Walmart in the cities of Burbank, Victorville, Lancaster, Altadena, La Puente and La Verne. In 2016, his client Hesperia Ventures, LLC secured approval for one of the largest master-planned communities in San Bernardino County's history, with the 16,000-home Tapestry project in Hesperia.
Randy is a graduate of the George Washington University with a B.A. in Political Science, and has an MBA in marketing from Loyola Marymount University.

Scott brings more than two decades of professional success in government relations, public affairs, community relations, broadcast media, business and non-profit management throughout Southern California to the Passantino Andersen Communications team.
Prior to joining Passantino Andersen, Scott managed public policy advocacy and strategic planning for a firm he previously founded, as well as with other regional public affairs firms. Scott’s professional background includes serving as a General Manager of Mercedes Benz USA's car2go car sharing pilot project in Los Angeles, as President and CEO of the San Diego East County Chamber of Commerce, Vice President of Public Policy and Communications at the San Diego Regional Chamber of Commerce, and a decade as director of the AT&T-SBC External Affairs team.
Scott is a former member of the Chula Vista (CA) City Council who was widely recognized as a community motivator and a strong advocate for business and education.
Scott’s community relations and marketing counsel has benefited clients that include Sempra Energy, Chevron USA, The San Diego Humane Society and ASPCA, GreenHouse Energy, San Diego Air Commerce Center, Wal-Mart, The Home Depot, Pacific Bell, The Olivenhain Municipal Water District, Ayres Land Company, Oliver McMillan Development, and Carlton Oaks Resort. His crisis communications skills are exemplary. They were honed during military service and tested as Assistant Manager of Public Relations for Pacific Southwest Airlines when the airline’s Flight 182 crashed into a San Diego neighborhood in 1978, and including media and community response.
Scott’s background also includes proud military service with the American Forces Radio and Television Network (where he was named Air Force Broadcaster of the Year), as well as many years in commercial broadcasting and journalism. His last assignment was with the Aerospace Audio Visual Service (AAVS) at Norton AFB in San Bernardino.

Dave Saltman brings extensive community outreach, media relations, media buying, event management and marketing experience to Passantino Andersen Communications. Having spent nearly two decades managing newspaper and digital advertising departments throughout California, he has a deep understanding of the complexities of today’s fragmented media market. He is an expert in making sure your message reaches its intended audience.
He has executed impactful marketing and branding campaigns on behalf of residential developers, commercial developers, major retailers, non-profits, national brands and political campaigns throughout Contra Costa, Kern, Los Angeles, Orange, Riverside, San Bernardino, San Francisco, San Mateo and Ventura Counties.
Additionally, he has successfully conducted numerous community outreach projects for utility scale renewable energy developments, master-planned communities, major commercial developments, municipal solid waste and recycling facilities, school districts, water districts and community service districts.
Dave has also managed multiple guerilla marketing campaigns on behalf of clients such as Corona, Modelo, Pepsi, ONE Coconut Water, Aquafina, Trumer Pils, Caliva Almond Milk and New Belgium Brewing. Another area of expertise is event management. He has organized and managed everything from large scale industry conferences to paid social events, such as SF Weekly’s annual Drink event and Best of San Francisco event.
As a past Chairman of the Palmdale Chamber of Commerce and a past director of the Lancaster Chamber of Commerce, he understands the importance of working with your local community and advocating for growth.

Pam Clark provides day-to-day leadership and manages a broad range of client services at Passantino Andersen. Some of her specialized areas include events, fundraising, community outreach, creative marketing, branding, social media, and strategic planning. She also finds many opportunities to utilize her skills as a passionate photographer in the content development process.
Prior to working at Passantino Andersen she owned and operated a niche automotive service business for twelve years throughout southern California that she helped build from the ground up. She served as an international sporting event operations and public relations manger for the National Off Road Racing Association and prior to her tenure as an entrepreneur, worked as an advertising account representative and photographer for for Autobuys Magazine and The Recycler Classifieds.
She is trained in conflict resolution and serves as both a mediator and on the Board of Directors for The Center for Alternative Law and Mediation, a community-based non-profit organization.
She resides in Leona Valley, CA where she enjoys her most important job of being a mom to her teenage daughter, spending time on the many scenic running and horse trails, hunting antique treasures that she sells on eBay, attempting to play guitar, cooking, hosting unforgettable barn parties, and capturing moments in time with her camera.

Elvia specializes in a combination of media relations, event management, community outreach, public affairs, and social media. Before joining the Passantino Andersen team, Elvia worked for a leading Sacramento based lobbying and public affairs agency. During her time there, she had the opportunity to work with high profile clients such as The California Endowment where she was part of a statewide campaign mobilization. Additionally, Elvia played a key role in the management of the statewide WE Connect Healthcare and Resources Fair's created by former First Lady Maria Shriver.
Elvia graduated with a Bachelor's Degree in Communications with an emphasis in Public Relations and a minor in Digital Communications from California State University of Sacramento. Elvia has been an active member for the Public Relations Student Society of America, a volunteer for the National Firefighters Endowment, Big Brothers and Big Sisters and the Diocese of Sacramento.

Cynthia graduated Magna Cum Lade from California State Univeristy Northridge with her Bachelors degree in Communications Disorders and Sciences with an emphasis in Speech and Languge Pathology, in the fall of 2017. She will begin her Masters degree in Speech and Language Pathology in the fall of 2018.
